The Council of Europe Development Bank (CEB) is a multilateral development bank with a social vocation. Established in 1956 in order to bring solutions to the problems of refugees, its scope of action has progressively widened to other sectors of action directly contributing to strengthening social cohesion in Europe. The CEB represents the major instrument of the policy of solidarity in Europe, in order to help its 41 Member States achieve sustainable and equitable growth.

FUNCTIONS

The incumbent will work within the Administrative Issues Unit, consisting of two lawyers, and will report to the Deputy General Counsel. More generally, the incumbent will be in charge of:

  • HR legal issues:
    • Provide legal advice on matters concerning Human Resources (Staff Regulations, internal rules);
    • Draft and review internal rules and documents (Governor’s General Rules), legal documents, opinions and reports;
    • Assist in handling staff disputes;
    • Conduct legal research, prepare studies and carry out analysis of legal issues.
  • Privileges and immunities:
    • Provide legal advice on privileges and immunities of the Institution and its staff.
  • Contractual and administrative matters:
    • Advise on the drafting and negotiation of a variety of contracts covering the purchase of goods and services for the Bank’s own account.
  • Provide advice on any other files falling within his/her field of competence, whenever necessary.

PROFILE

Studies:

  • The candidate must have a suitable higher education degree in Law allowing the admission to a bar association, backed up by postgraduate degree (e.g., LL .M.) preferably (i) carried out in a country other than the one in which the main studies were done; and (ii) focused on public international law/administrative law.

Work experience:

  • A minimum of four years of relevant experience, in his/her home country or in another country, ideally gained in an international financial institution, international organisation, international bank or law firm;
  • Demonstrated experience in international administrative law or law of the international civil service or labour law.

Professional skills:

  • IT skills: sound knowledge of current IT tools, including electronic document management tools;
  • Planning and work organisation: ability to manage own portfolio of assigned legal files;
  • Ability to handle multiple priorities and work to challenging deadlines;
  • Analytical skills: capacity to analyse, structure and summarise legal information; ability to assess implications; attention to accuracy and detail in legal documents;
  • Problem solving and judgment skills;
  • Ability to write in a clear, concise, and persuasive manner.

Language skills:

  • Perfect command of written and spoken French, and very good knowledge of English, the other Bank’s official language, would be an asset.

Nationality: Citizen of one of the Bank’s Member States.

EMPLOYMENT CONDITIONS

1) Contract: the CEB offers a 4-year appointment (including a one-year probationary period) with, under certain conditions, the possibility of renewal.

2) Grade and salary:

  • Group II (A2-A3);
  • The remuneration package is composed of a tax free basic salary and applicable benefits.

3) Benefits (determined by the candidate's personal situation):

  • basic family allowance;
  • expatriation;
  • dependent child supplement;
  • one additional monthly dependent child supplement for a single-parent family;
  • supplement for a disabled and dependent parent subject to certain conditions;
  • supplements for a disabled or severely disabled child subject to certain conditions;
  • education allowance (children) for expatriate staff members;
  • installation allowance and reimbursement of travel and removal expenses subject to certain conditions;
  • subject to certain conditions.
