We are looking for an experienced Compliance and Data Protection Officer who will provide comprehensive advice and expertise on compliance and data protection matters. The officer will work closely with the General Counsel, and the Principal, Compliance and Data Protection in defining and implementing institutional priorities in these areas. They will establish and maintain an effective compliance and data protection system to identify, monitor and manage the related risks.

The selected candidate will report to the General Counsel, who is a member of the Management Board, and on a day-to-day basis, to the Principal, Compliance and Data Protection.

KEY ACCOUNTABILITIES

  • Contribute to creating a strong ethics, compliance and data protection culture with the aim of embedding the right behaviours at all levels of the organisation;
  • Contribute to the development and implementation of innovative and proactive compliance management approaches;
  • Identify relevant ethics, compliance and data protection-related laws and regulations applicable to the ESM as well as established market practices;
  • Assess the impact of these laws, regulations and market practices on the ESM’s operations;
  • Contribute to the design and implementation of measures to identify, monitor, and manage the ethical, compliance and personal data protection risks identified. This could include developing and implementing appropriate policies, procedures, and reporting mechanisms;
  • Monitor whether the mitigating measures work effectively and initiate corrective action, if necessary;
  • Contribute to the development of ethics, compliance and data protection-related training materials and deliver training courses to staff;
  • Review and comment on new and amended ESM internal policies;
  • Develop and review ethics, compliance and data protection related policies and procedures;
  • Provide channels for members of staff and others to report suspected ethics violations and ensure timely investigation of reported issues;
  • Handle data breaches, data subject requests, consent management, advise on data protection impact assessments, and maintain records of processing activities;
  • Establish and maintain effective relationships with peer financial institutions and professional associations in the private sector to enable an effective exchange of best practices and lessons learnt.

KEY BACKGROUND & EXPERIENCE

  • Master's degree in law, risk, audit, or another related field;
  • Ideally, a minimum of eight years of relevant experience in an ethics, compliance, and/or data protection-related field;
  • Experience in the active management of ethics, compliance and/or data protection risks;
  • Experience in drafting ethics, compliance, and/or data protection related policies and procedures;
  • Experience in providing training sessions to staff and senior management in an ethics, compliance, and/or data protection-related field;
  • Experience in an international financial institution, would be an asset;
  • Excellent oral and written English skills, including drafting skills;
  • IT literacy, highly proficient Microsoft Office user.

PRACTICAL INFORMATION

  • Deadline for application: 25 September 2024;
  • Employment grade: Officer/Senior Officer;
  • Contract duration: 4 years, with possibility of extension;
  • Place of employment: Luxembourg;
  • Current working arrangements: possibility to work remotely, normally up to two days a week, from Luxembourg and the border region (or from further away under certain conditions).
